The International Network for Environmental Compliance and Enforcement (INECE) is the only global network of environmental compliance and enforcement practitioners dedicated to raising awareness of compliance and enforcement;developing networks for enforcement cooperation; and strengthening capacity to implement and enforce environmental requirements.

EANECE is affiliated to INECE as one of INECE's regional networks. INECE provides both technical and financial support to the work of EANECE.


Danida is a leading development partner in Kenya and the support to natural resource management and climate change mitigation and adaptation in Kenya is substantial. In additional to the Climate Change Programme in Kenya, Danida is supporting the comprehensive Natural Resource Management Programme (2010-2014) with a total budget of KSH 5.6 Billion. Danida's support to EANECE comes through the National Environment Management Authority (NEMA-Kenya) under the Natural Resource Management Programme.


The National Environment Management Authority (NEMA-Kenya) is established under the Environmental Management and Coordination Act (EMCA) No. 8 of 1999, as the principal instrument of government in the implementation of all policies relating to the environment. The Authority became operational on 1st July 2002. NEMA-Kenya was instrumental in the establishment of EANECE and currently hosts the EANECE Secretariat at its Headquarters in Nairobi. NEMA also provides both technical and financial support to EANECE in partnership with the Danish International Development Agency (DANIDA) through the Natural Resource Management Program (NRMP).


The mission of the US Environmental Protection Agency (EPA) is to protect human health and the environment. Since 1970, EPA has been working for a cleaner, healthier environment for the American people. EPA leads the nation's environmental science, research, education and assessment efforts by developing and enforcing regulations; offering financial assistance; performing environmental research;sponsoring voluntary partnerships and programs; furthering environmental education; and publishing information.

EPA runs several programs in Africa under its International Programs. EPA's environmental program in Africa is focused on addressing Africa's growing urban and industrial pollution issues, such as air quality, water quality, electronics waste and indoor air from cookstoves. EPA expertise is assisting Africa with pollution-related issues before they become overwhelming and before their impacts irreparably damage the African and global environment. EPA programs in Africa are designed to protect human health, particularly vulnerable populations such as children and the poor, and to strengthen good environmental governance.

EPA's partnership with EANECE is specifically in the priority area of good environmental governance.
Many countries in Africa are in the early stages of developing their environmental governance structures. EPA is focusing on strengthening environmental laws and regulations, building capacity for enforcement and compliance, and promoting public participation in environmental decision-making. Thus, EPA is supporting EANECE in partnership with the International Network for Environmental Compliance and Enforcement (INECE), the Danish International Development Agency (DANIDA) and the Kenyan National Environment Management Authority (NEMA-Kenya)
 Recent and planned activities include:
  •  Providing training support in launching the Network. 
  • Supporting a Network Coordinator based in Nairobi, Kenya, at the Kenyan National Environmental Management Authority (NEMA).
  •  Providing support to the national enforcement and compliance networks in the five member countries (Rwanda, Burundi, Tanzania, Uganda, and Kenya) to enable them to strengthen their domestic programs.
  • Providing training in priority areas such as the principles of enforcement and compliance, environmental inspections, and criminal enforcement.
  • Providing web-based and other fora to build relationships among experts in the region for enhanced cooperation and share knowledge and experience 


The Institute’s mission is to promote just and sustainable societies and to protect the environment by advancing the understanding, development and implementation of effective, accountable and democratic systems of governance for sustainable development. The Institute provides the secretariat to the International Network for Environmental Compliance and Enforcement (INECE). IGSD currently provides project management support to EANECE on behalf of INECE.
